After training, the Expert Trainers are expected to train un-skilled/semi-skilled workers from the MahaRERA Registered Projects. The syllabus of the various trades is as per the National Skill Development Corporation of India and the appraisal, examination and certification will be done by Construction Skill Development Council of India (CSDCI) which is an arm of NSDCI.
Maharashtra Building and other Construction Workers Welfare Board (MBOCWW Board) will financially support the workers training. It is estimated that there are about 10 to 12 lakh un-skilled/semi-skilled workers in the MahaRERA registered projects which would need training to upskill their skills. Such workers include Mason, Carpenters, Bar benders, Plumbers, Electricians and Painters, etc. MahaRERA has entered into MOU with MBOCWW Board for providing RPL training (Recognition of Prior Learning) of Registered Building Construction Workers. The competency based assessment and training shall be conducted for National Skills Qualification Framework (NSQF) level-2 through short duration training which includes 80 hours for Core competence and 40 hours for supporting competence. The registered worker with MBOCWW Board, also entitles him many other benefits like aid for Education of the children of the worker, health benefits, safety kits, subsidised loan for housing, etc., apart from training cost under RPL. Once registered, the mobilised beneficiaries will undergo a pre-assessment to assess their current competency level. The pre-assessed candidates will undergo NSQF Level-2 certification in the specific trade (which is equivalent to 10th Standard qualification). The training shall be provided at the MahaRERA registered project construction site which shall be declared as VTC (Vocational Training Centre). At end of the training period, final assessment will be conducted by CSDCI at the construction centre to measure the competency attained by the beneficiaries. Based on the level of competency attained, the beneficiaries shall be certified accordingly. MahaRERA has engaged three Training partners (T.P.) viz. KUSHAL, Pune, RAGC, Thane and NBSS, Nagpur. This training will be provided through team of Expert Trainers which are being trained by these training partners. The first training programme to the workers was inaugurated in Mumbai by the Hon’ble Chairperson, MahaRERA on 28.08.2019. The training to the workers has been commenced.
As per the procedure, the T.P. has to get the bonafide worker registered with MBOCWW Board and upload date of workers on the web portal of MSSDS. (Maharashtra State Skill Development Society, Govt. of Maharashtra) along with VTC registration number, MahaRERA Registration Project number, worker’s biodata with Adhaar authentication and biometric monitoring, etc. From MSSDC, this information will flow to CSDCI for setting up Assessment, training scheduling, examination & certification.
